What is the DOT annual inspection, and how is it different from the daily DVIR?

The DOT annual (periodic) inspection is the once-a-year inspection required by 49 CFR 396.17 for every commercial motor vehicle, measured against the minimum standards in 49 CFR Part 396 Appendix A (formerly Appendix G). It is a comprehensive component-by-component inspection — brakes, coupling, steering, suspension, frame, tires, wheels, lighting, and more. That's a completely different requirement from the daily DVIR under 396.11, which is the driver's end-of-day defect report and the next-morning pre-trip. Who is qualified to perform the DOT annual inspection?

Under 49 CFR 396.19, the inspection must be performed by a qualified inspector — someone who meets the knowledge, training, or experience requirements (e.g., relevant certification, a state or federal inspection program, or documented training and experience). The motor carrier must retain evidence of the inspector's qualifications.

Do I need an inspection sticker or decal?

The decal/sticker is optional. 49 CFR 396.17 requires that the periodic inspection report (or a copy) be retained — the original or a copy on the vehicle and a record kept by the carrier. A common practice is to affix a decal showing the inspection date, but the regulation lets carriers satisfy the requirement with the retained inspection report instead. How long do I keep the annual inspection record?
